Question: Do rehab centers check your cell phones?

A friend of mine has been worried that the rehab program she was in (and subsequently left) is able to listen in to her phone conversations and read her texts. Is this reasonable or strictly paranoid? It was a pretty serious program, which was sort of like a half- way home type thing. If that makes a difference. Well when I say left, I mean she didn't graduate. She just jumped ship, so to say

If it is her private cell phone, then no, they cannot tap her phone without her explicit permission or without a judges order. If they tap her phone they would be violating Federal laws, and likely state laws as well.
